Consumer products containing or designed to use button cell or coin batteries must comply with

16 CFR part 1263 which incorporates by reference ANSI/UL 4200A-2023. A read-only copy of ANSI/UL 4200A-2023 is available for free here. Pursuant to the enforcement discretion referenced in the Federal Register notice (88 FR 65274), the requirements noted in ANSI/UL 4200A-2023 applies to products manufactured or imported after March 19, 2024.

16 CFR § 1263.4 also establishes labeling requirements for packages of button cell or coin batteries. This requirement applies to button cell or coin battery packaging manufactured or imported after September 21, 2024.

Children's toys that are subject to the battery accessibility and labeling requirements of 16 CFR part 1250, which incorporates by reference ASTM F963, are exempt from 16 CFR part 1263. Zinc-air button cell or coin batteries are excluded from the scope of 16 CFR part 1263.

Section 3 of Reese's Law (P.L. 117-171) requires button cell or coin batteries to utilize packaging that meets the requirements of 16 CFR § 1700.15. Pursuant to the exercise of enforcement discretion per the Commission's Statement of Policy, special packaging for zinc-air button cell or coin batteries will not be enforced until March 8, 2024. Button cell or coin battery packaging compliant with the marking and packaging provisions of

ANSI C18.3M is not subject to the special packaging requirements in section 3 of Reese's Law, but is subject to the labeling requirements in section 2 of Reese's Law, as codified in § 1263.4.
